If he cannot or will not shift to more sensible leathers for the duration then there are a couple of ways we manage the heat here though I know not how applicable to your world they may be. One way to do it is to get a selection of ice-aspected crystals and shove them into the armour for some highly localised cooled accompanied by a reaction not dissimilar to dumping ice or snow down the back of someone's top. The other way to do it is to have a mage cast a low level ice spell on the armour. The cold isn't quite intense and it has to be reapplied more frequently but it is spread more equally.
Oh, in Ul'Dah we have a Sultana, 'tis odd what little things are similar between worlds. What you say of this Aestall sounds somewhat like the plains of La Noscea or the wide Azim Steppe.
